Converting a PDF to a scanned PDF means rendering every page as an image and saving those images in a new PDF, so the text layer, links and form fields become flat pixels. For readable, compact pages choose 2× resolution and grayscale; add light noise and skew only if you also want the scan look.

What does PDF to scanned PDF conversion do?
A PDF to scanned PDF conversion takes each page of a digital PDF, draws it onto a canvas at a chosen pixel density, and stores the result as a picture inside a new PDF. The output looks the same, but every word, line and logo is now part of one image per page.
A real scanner does the same thing with paper instead of a digital page. The U.S. District Court for the Northern District of California describes the result plainly: "Scanned text is a photograph of a printed page produced either by a digital camera or scanner." What changes when a PDF becomes a scanned PDF?
When a PDF becomes a scanned PDF, the visible page stays the same while everything machine-readable on the page is replaced by pixels. Text, fonts, links, form fields and annotations stop being separate objects. File size usually grows, and search, copy and screen reading stop working until OCR is applied.

Two rows deserve a closer look. For form fields and annotations, what survives visually depends on whether the page renderer draws them; a filled field value usually appears as printed text, while a pop-up comment may vanish, so inspect the live preview. For metadata, the extras panel lets you type the properties the new PDF should carry; check them before sending the file.
The size row surprises people most. The Middle District of North Carolina notes that 2 MB holds roughly forty-five pages of PDF text, and adds, verbatim: "Most scanned PDFs are not searchable and have a large file size." A text PDF describes letters; a scanned PDF stores every pixel of them.

- Set the look. For a clean flatten, set Rotate, Rotate variance, Blur and Noise to 0. For a scan look, keep the defaults (Rotate 1°, Blur 0.3, Noise 0.1) or adjust them lightly.
- Fine-tune brightness and paper tone. Brightness and Contrast default to 1; raise Contrast slightly if gray text looks weak. Yellowish adds an aged-paper tint and is 0 by default.
- Add extras if needed. Optional: a text or image watermark, a stamp or signature image you are entitled to use, and the document metadata fields (title, author, subject, keywords, producer, creator).
- Check the preview and download. Zoom into the smallest text on the preview. If it reads cleanly, download the new scanned PDF; if not, raise the resolution and preview again.
If your source is a Word file, a Google Doc or a spreadsheet, export it to PDF first (in Word: File, Save As, PDF; in Google Docs: File, Download, PDF document). Which resolution keeps a scanned PDF readable?
A scanned PDF stays readable when each letter gets enough pixels. Our tool renders PDF pages at 72 dpi multiplied by the Resolution setting, so 1× is about 72 dpi, 2× about 144 dpi and 3× about 216 dpi. Real archival scanning targets 200 to 300 ppi, so 3× suits small print.
The 72 comes from how PDF measures pages. PDF and PostScript geometry is built on 72 points per inch, so a US Letter page is 612 × 792 points. Rendering it at 1× gives 612 × 792 pixels, at 2× gives 1,224 × 1,584 pixels, and at 3× gives 1,836 × 2,376 pixels. Pixel count grows with the square of the scale.

How small print behaves at each scanned PDF resolution
A simple calculation shows why small text needs more pixels. An 8-point footnote is 8/72 of an inch tall as a font size. At 1× that is about 8 pixels for the whole letter height including ascenders and descenders, which blurs lowercase "e" and "c" together. At 2× it becomes about 16 pixels, and at 3× about 24 pixels, which reads comfortably even after light blur and JPEG compression.
For comparison, the U.S. National Archives requires at least 300 ppi for digitized modern textual records and 400 ppi for photographs and fine-detail records under 36 CFR 1236 Subpart E. FADGI rates unbound documents in star levels from 200 ppi (one star) through 250 and 300 up to 400 ppi (four stars) in its 2023 technical guidelines. Those targets protect paper originals.
A PDF to scanned PDF conversion starts from a perfect digital page, not wrinkled paper, so it does not need archival density to look sharp. Our experience is that 2× handles normal 10–12 point text, and 3× (216 dpi) sits just above the FADGI one-star level for fine print.
NARA adds a useful caution in the same regulation: "The agency cannot rely solely on equipment specifications, such as scanner ppi settings or camera sensor megapixels, to ensure digital image quality." In practice, judge the preview, not the number.
Gray, color or bitonal: which keeps the file small?
Bitonal (pure black and white) files are the smallest, grayscale sits in the middle, and color is the largest at the same resolution. For a PDF to scanned PDF conversion, grayscale is the practical default: it keeps anti-aliased letter edges smooth and stays far smaller than color. Use color only when color carries information.
The strongest real-world numbers come from the Northern District of California, which scanned the same 317-page document two ways. As a bitonal file at 300 ppi it weighed 23.86 MB and stayed legible; in grayscale at 400 ppi it grew to 374.47 MB. That is roughly fifteen times larger for the same pages, driven by both the color depth and the higher resolution.

Scanned PDF file size limits you may hit
Upload caps make the color choice practical rather than cosmetic. The Western District of Washington sets a 100 MB per-document limit and asks for 300 dpi black-and-white scans unless color is integral. The District of Minnesota caps each exhibit at 35 MB in its criminal ECF procedures. USCIS limits each uploaded evidence file to 12 MB.
Flatten PDF cleanly or add a scan look?
Choose a clean flatten when a recipient only needs an image-only PDF with no editable text, and choose the scan look when the file must resemble paper that went through a scanner. The same tool does both: set Rotate, Rotate variance, Blur and Noise to 0 for a clean flatten, or keep them above 0 for realism.
A clean flatten is often the right answer: sending a final contract so nobody can quietly retype a clause with a text editor, locking a filled form so its values cannot be changed field by field, or delivering pages to a system that rejects PDFs with fonts or form fields. Here a tilt or speckle adds nothing.

The scan-look values imitate defects that archivists try to remove. NARA's regulation defines noise as "one or more undesirable image artifact(s) in a digitized record that is not part of the source material," and lists skew and improper cropping among the defects to check. A little of each looks believable; too much looks like a bad copy.

When is a scanned PDF required or refused?
A scanned PDF is sometimes requested (image-only uploads, flattened final copies) but often refused where text search matters. Federal courts and accessibility rules usually prefer text-searchable PDFs, so check the recipient's rules before you convert a PDF to scanned PDF, and keep the original file.
Courts are the clearest example. The federal judiciary's FAQ states that "CM/ECF systems are designed to accept only documents in PDF format," but the details differ by district. The Southern District of Florida is strict: "pleadings/main documents filed electronically in CM/ECF must be in text searchable PDF format", and exhibits should be searchable whenever possible.
Other districts express a preference rather than a ban. The District of Massachusetts writes that "Documents converted to PDF, rather than scanned, are preferred for filing in CM/ECF." The District of Minnesota says "Text-searchable scanned PDF documents are preferred, but not required." The Eastern District of Oklahoma advises creating PDF/A files directly from a word processor instead of printing and scanning, to keep files small and searchable.
Accessibility is the second reason for refusal. The W3C's WCAG technique PDF7 states: "A document that consists of scanned images of text is inherently inaccessible because the content of the document is images, not searchable text." Public-facing documents from agencies, universities and many companies must meet WCAG, so an image-only file is the wrong format for them unless OCR is added.
Adding a text layer back with OCR
If you need both the flattened appearance and searchability, convert first and then run OCR in desktop PDF software that offers a "recognize text" or "make searchable" step. OCR places invisible text behind the page image, so the file looks scanned while Ctrl+F works again. Proofread important documents, because OCR estimates the letters.

How do you check the result is a scanned PDF?
Check a converted file by trying to select text, searching for a word, and zooming into the smallest print. A true scanned PDF lets you select nothing but whole-page images, finds no words with Ctrl+F, and still reads cleanly at 200 percent zoom. Also confirm the file size and page count.
Cleveland State University's accessibility guide describes the quickest test: "If the word becomes highlighted on the page, then it has searchable text as opposed to being a scanned image of text." After a proper conversion nothing highlights, and dragging the cursor selects the page image instead of words.
How do you fix PDF to scanned PDF problems?
Most PDF to scanned PDF problems come from four settings: resolution too low (blurry text), resolution or color too high (huge file), a non-PDF source (wrong page size), and rotation left on (tilted pages). Each has a direct fix in the tool, listed below with the setting to change first.
Blurry or broken text in the scanned PDF
Raise Resolution to 2.5× or 3×, then lower Blur to 0.1–0.2 or 0 for a clean flatten. If thin gray text still fades, raise Contrast to about 1.2. Blur and noise are applied after rendering, so at 1× even a small blur value can make 9-point text unreadable.
The scanned PDF file is huge
Switch Colorspace to Gray if the document is text, then step Resolution down from 3× to 2× or 1.5×. Noise also costs space, because random speckles are hard for JPEG to compress, so keep Noise at 0.1 or lower on long documents. For very long files, split them and convert in parts.
Wrong page size after converting to scanned
PDF pages keep their original size and layout. If your output shows A4 pages with plain Helvetica text, the source was a DOCX, spreadsheet, TXT or HTML file, which the tool re-typesets as text on A4. Export the original to PDF from its own app first, then convert that PDF.
Pages are tilted or corners are cut off
Set Rotate and Rotate variance to 0 for a straight page. The defaults (Rotate 1°) are there for realism, but a legal filing or a form headed for automated processing should usually be straight. If you want tilt, keep it under 2° so corners stay inside the page.
Signature or stamp looks pixelated
Signature lines are thin and suffer first at low resolution. Use 2.5× or 3×, keep Blur at or below 0.3, and if you place a stamp or signature image through the extras, start from a high-resolution PNG. Only place signatures and stamps you are authorized to use.
